The Committee recommends that the State party allocate equal priority to ensuring protection from gender-based hate speech as to protection from hate speech based on other characteristics and amend section 185 of the Penal Code by adding gender-based hate speech to the list of actions that qualify as criminal hateful expressions. It also recommends that the State party adopt a new strategy on hate speech, including hate speech based on gender to follow up on the 2016 – 2020 strategy against hate speech.
